In 1976, the Deputy Minister of Education requested CPSLD produce standards that would be acceptable to the Ministry and to the BC college community. A Standards Committee was established with representation from BC post‐secondary libraries, the BC Association of Colleges, college principals, and the Ministry's Academic and Management Advisory Councils. Five areas were taken into account: budget, staff, facilities, services, and Audio‐Visual equipment. An interim report was submitted in 1980.The committee was asked to take into account: multi‐campus operation, proximity to other LRCs and access to other learning resources, proportion of full‐time to part‐time students, types of educational delivery systems in use, program mix, and the effect of outreach programs. A final report [Welwood Report] was submitted 1981. After 1986 the issues of automation in libraries and electronic resource sharing are addressed.
